2023 Key Exchange
The 2023 Plantation Key Colony Civic Club (PKCC) Key Exchange will take place Saturday, January 7th (8:00am-2:00pm) and Sunday, January 8th (12:00 noon-5:00pm) at the park on Jasmine Street. Membership is voluntary and open only to current residents of Plantation Key Colony (PKC), whether a homeowner or long term leased renter with written permission from the homeowner. To purchase a key, you must bring identification matching the property owner's name listed with the Monroe County Tax Assessor, cash or check (payable to PKCC) in the amount of $250.00, and the 2022 key if one was issued to your address. If your 2022 key is not returned, a lost key fee of $100 will be due.
Please note:
- Long term leased renters (6 months or more) must have the written permission of the property owner to buy a key, and the permission must be renewed annually. The property owner should send an email to This email address is being protected from spambots. You need JavaScript enabled to view it. prior to the key exchange naming the renter for which the permission is granted.
- Per PKCC bylaws, short-term renters are not eligible to buy a key and are prohibited from using the park/ramp/dock unless accompanied by the owner. Violation of this will result in loss of membership/key for the property owner.
- In addition to the aforementioned key exchange dates, keys will be available at the park Tuesday, January 10th from 4:00pm-6:00pm, Saturday, January 14th and 28th and February 4th and 11th, from 8:00am-10:00am. After these dates keys will be sold by appointment only.
- If you are unable to attend any of these dates a key can be prepaid. The attached forms (2) can be printed, signed, and mailed, along with a copy of identification matching the property owner's name listed with the Monroe County Tax Assessor and a $250 check payable to PKCC, to P.O. Box 1493, Tavernier, FL, 33070. Once received, a key will be set aside for you, which can be picked up at a later date. When picking up your key, the 2022 key must be returned or a lost key fee of $100 will be due.
- Once again, use of the boat ramp will be limited to boats no longer than 28' until the new ramp/dock is built later on this year.
- One gate key will be issued per household. Houses with multiple apartments are entitled to one key.
- It is the homeowner's responsibility to transfer the key to new tenants and get the key back from tenants who are moving out.
- Copying a key, or selling a key to a non-PKC resident, is strictly prohibited and will result in loss of membership.

PKCCC Annual Membership Meeting
Dear Plantation Key Colony Civic Club (PKCCC) 2022 Members,
In the interest of transparency and keeping our membership informed, this email is to provide an update on the status of PKCCC operations and projects and provide notice of the upcoming Annual Members Meeting.
Dock/Ramp Replacement Project:
We are currently under contract with Upper Keys Marine Construction (UKMC) to remove and replace our boat ramp and dock at the cost of $82,500.00 and $30,225.00, respectively, for equipment, material, labor and installation. This does not include permit and engineering costs, landscaping, backfill or pearock, rubrails, cleats and/or additional accessories. We ask that members be patient as the project is in its preliminary stages. Right now the project is in the engineering and regulatory (DEP) phase and actual demolition is likely to be months or even a year away. We will have a more precise timeline once all the regulatory and permitting is done.
Finances:
The balance of PKCCC's bank account as of this writing is currently $112,935.00 which is enough to get the project rolling but dues will remain at $250 yearly for 2023 which will allow us to complete the project and have funds in reserve for our operating expenses. A detailed financial report will be available at the Annual Members Meeting.

Most of our board of directors are back to serve out their terms with some reshuffling and a new member added. The current board is as follows:

Annual Member's Meeting and 2023 Key Sales:
The Annual Member's Meeting will be held on Saturday, December 3rd, 2022 from 3:00p.m. - 4:00p.m. at the park on Jasmine Street. This meeting is for current members only. All members are encouraged to attend but please be advised that while everyone's concerns are valid it is important that we treat each other in a respectful, neighborly way.
The Annual Key exchange is set to begin Saturday and Sunday, January 7th and 8th, 2023. More information will go out via email in December regarding time and additional dates as we coordinate volunteers.

PKCC Membership and Park Rules - 2021
In accordance with Bylaws Article II
- To enjoy the park and its facilities you must be a member in good standing.
- PKCC members must be Plantation Key Colony homeowners or long term, leased renters.
- Entry gates must be kept locked at all times. DO NOT REMOVE YOUR KEY FROM THE LOCK until the gate is locked behind you. NEVER leave the gate open.
- No glass is permitted inside the park area (exception is to/from boat loading/unloading).
- No overnight docking or camping is permitted.
- Boats left unattended at the dock or by the beach area will be subject to towing at the owner’s expense.
- The park does not permit storage. Unattended property, such as trailers and kayaks, will be considered storage and removed immediately at the owner’s expense.
- Vehicles with, or without trailers, left in the park for greater than 48 hours will be towed at the owner’s expense.
- The boat ramp is for prompt loading and unloading. Please prepare your boat supplies before entering or obstructing the ramp area. Be courteous to those waiting to load or unload.
- Parking is in designated areas only. Violators will be towed at the owner’s expense.
- Every park member & their guests are responsible to remove their trash to bins outside of the park. Respect the property, keep our park clean and pick up after your dog.
- Please do not clean fish and/or discard fish waste in the waters around the dock, seawall or beach area.
- Any intentional destruction of park property will result in loss of membership and the association will seek financial restitution for repairs.
- Monroe county local ordinances are in effect and apply to our park and colony common areas.
- Access keys will be exchanged, at the park, annually from January-June based upon availability
- One key is issued per household and may not be copied or shared with non- residents of Plantation Key Colony. Violation will result in loss of membership.
- Lost keys will have a replacement cost. No more than 2 keys will be issued per household, per year.
- Members have the right to ask for proof of membership for anyone using the park and ramp.
- Members must abide by park rules and limitations on boat loading and unloading procedures. Failure to abide will result in loss of membership.
2021 Changes Due to Dock/Ramp Limitations
After a structural survey of the dock and ramp in Nov 2020 it has been determined that both the dock and the ramp are structurally compromised and will need to be replaced imminently.
To preserve the dock and ramps integrity while we are undergoing the survey and permitting process- which is expected to take one year- we will need to limit the boats accessing the ramp.
- Until the ramp is repaired, and extended into deeper water, you may NOT unload your boat by going over the lip and off the end of the ramp.
- You must drive your boat off the trailer while the trailer remains fully on the ramp.
- Do NOT tie your boat to the end posts and use the posts to stop the momentum of your boat. The front of the dock is separating, and the front dock footers cannot bear the weight of the bigger, heavier boats being offloaded.
- Power loading boats has caused significant undermining of the boat ramp. To put your boat back on its trailer you must use your winch. Please read the additional information provided on power loading.
- If your boat is too large to comply with the changes above then you must utilize another ramp such as Founders or Harry Harris Parks.
As a result, PKCCC Park Board has approved a membership increase from $100 to $250 for 2021, which includes a special assessment for the new dock and ramp.
Members who choose not to rejoin the club in 2021 due to the boat size limitations will still be liable to pay the dock/ramp assessment on a future key purchase.
I have read and understand the above changes to the use of the dock/ramp. I fully accept/assume all risks associated w/the use of the dock/ramp. I agree to release PKCC, its officers/board from all liability, claims, or damages associated w/its use.
